The Council has become aware that a business corporation calling itself “CICC The College of Immigration and Citizenship Consultants Corp.” is contacting members and distributing misleading information about the future regulation of the profession. We are in discussions with the federal government, which is equally concerned, and are taking direct steps to address this misinformation.
UPDATE: The following enforcement actions have been taken against the individuals responsible for distributing this misleading information:
- Secured ca.godaddy.com confirmation that the fraudulent website has been suspended for 90 days pending outcome of legal proceedings
- Cease and desist letters sent by ICCRC as well as the federal immigration department (IRCC)
- Injunction proceedings filed before the Ontario Superior Court of Justice
- Urgent motion to suspend the license of one of the individuals responsible who is a licensee of ICCRC, filed on July 24, 2020
- Criminal complaint filed with the Competition Bureau on August 7, 2020
Misinformation has been disseminated on a website and the corporation’s LinkedIn profile, as well as the personal LinkedIn profiles of individual officers of the corporation. This misinformation includes statements, communications and various documents implying that members should apply for membership with the corporation immediately as the Council’s role as a national regulator has been or will be terminated and the corporation will somehow become the “College” provided for in the College of Immigration and Citizenship Consultants Act (Canada)(the “College Act”). We have also been advised that an officer of this corporation has contacted the provider of the Council’s member professional liability insurance in an apparent attempt to interfere with the upcoming professional liability insurance renewal process.
These assertions are incorrect and misleading. ICCRC is the only national self-regulatory organization charged by the Federal Government with the regulation of immigration and citizenship consultants and international student immigration advisors. This mandate remains in full force and effect. ICCRC is the only organization supported by the federal government to transition into the new College of Immigration and Citizenship Consultants pursuant to the College Act. ICCRC is actively engaged with the federal government in working through the required steps to effect the transition to the College. Once the College Act is proclaimed in force by the Federal Cabinet, ICCRC will apply and be continued as the College of Immigration and Citizenship Consultants pursuant to section 84 (2) of the College ActCollege Act.
RCICs and RISIAs are cautioned against engaging with this corporation which has no regulatory status or relationship with the college contemplated by the College Act, and whose motives for engaging in this apparent attempt to mislead members and the public remain unclear.
